I have been lurking for awhile and I know this is mostly preference, however, my question is why are most people using soy or blends as opposed to paraffin in their tarts? Is it a matter of hot throw difference or workability?

I have several lbs of yaley premium wax that has been sitting around for years. We had the idea to use it up by making tarts. I am not looking for the best thing on earth, but it should still make a decent tart with a good FO, shouldn't it?

Sure - don't hesitate to use it. Besides tarts, you can also make wickless containers to set on the warmer. I have some old wax that I could never get to wick properly in pillars so I use it for wickless containers for personal use. I've had better throw from more quality waxes but I really hate to waste what I already paid for.
