How to get this effect?

Looks like ash to me. I avoid it at all costs cuz I think it's sort of ugly. Happens naturally and I use alcohol to prevent it.
 
Yes it looks like there's some glitter or mica, but the powdery look seems like ash. I looked through their other photos in their shop and seems a couple of the soaps definitely have ash on them.
 
The description says:

Garnished with Glycerine soap: CoconutOil,PalmOil,Safflower Oil, Glycerine, Purified Water, Sodium Hydroxide, Sorbitol (moisturizer), Sorbitan oleate (emulsifier), Soy bean protein, colour.

Does that mean the creator used melt and pour to make the color on top? I ice my cakes using melt and pour.
