Gelling and Scent Strength

All things being equal, the orange EO scent of my one and only batch of gelled bars is stronger than the ungelled bars. Do u think this is due to the gelling or over-measuring the EO on the gel batch?
 
I'm going to say over-measuring. I gel all my soaps so really don't have much to compare on. However, most say the sent is weaker in gelled than un-gelled. Orange just doesn't stick much long term. I have some 15x that is still sticking (not as strong), after 18 months.

I personally don't find that to be true in my applications, however, I have also heard this as well. My gelled soaps always seem to have a stronger scent than my non gelled, however, I don't use Orange EO anymore do to it's not lasting.
