With essential oils being the ideal method to scent a cleansing product fragrance/parfum is the least expensive method, it is a placeholder in which a manufacturer does not need to disclose the particular constituents.

Whats the worst case a fragrance list can be for inexpensive bar soaps?

Manufacturers typically employ inexpensive scenting methods, fragrance/parfum is a place holder for a vast varaety of chemicals to scent a product. This topic is to determine whats the worst of ingredients they can include into the product. Otherwise they would simply state an essential oil instead of a place holder.
 
Fragrance or perfume is the agreed name that be used to protect proprietary fragrance blends of essential oils or synthetic fragrance
