Soap for foam machine

I am looking for some input and help in a soap or foam making project. I am totally new to this so I am hoping someone can help me. I am looking to produce a soap or foaming product to use in a foam machine that is safe for kids to play in. I have a list of possible ingredients. I am also looking for a economical supplier of these ingredients . Also I don't need any cleaning agents in this just to make thick foam.

Sodium Laureth Sulfate 41% to 45%
Sodium Lauryl Sulfate 39%
cocoamidopropyl Betaine 15% to 17%
preservative 1% to 3%

TBH - I myself would not take on this risk. Can you not buy an approved product?

Then all three ingredients you listed are out. They are ALL detergents, so by definition they all are cleaning agents. On top of that, SLS is very irritating to the skin, so I'd not use it with children. Heck, I don't like it on MY skin.
