Either one will work, but one or the other might be better depending on your circumstances. Unrefined cocoa butter and shea butter both have distinctive scents. Some people really hate the smell of shea, while others love it. Some folks like the chocolatey smell of cocoa butter, but it doesn't mix well with all the fragrances they may want to use.

Bottom line, if you like the smell of the unrefined butters, and they will work with your selected FOs, then use those. If you don't like the smell, or you want more flexibility to chose a variety of scents, then buy the refined. Or, use whichever is more affordable for you. :)
