I am not really an expert in rebatching. Have tried it on various occassions but for all soaps, I just add in my puree/liquid and leave it in my container and doubleboil till the soap melted.

Now I am having an issue with using excess lye in my soap (I saw the wrong measurement). The lye i use is 3x more than what it really should be.

Now I need advise.

1) should I add in both milk and oil in the rebatching? or

2) should I melt the soap in milk first (at room temperature) and add in olive oil upon heating?

I would melt the soap in a crockpot or double boiler. I usually do not use milk in a rebatch, but there is nothing wrong with it. Some say it makes the rebatch more smooth. But I would just add a bit of milk to help the rebatch as it is melting. Then add the oils needed to compensate for the lye that is in the original soap. It might take a lot of stirring to get it all smooth, but should make a good soap when you are finished.
