IFRA explanation needed

Hello,

Could someone explain this to me:

Under IFRA guidelines, this fragrance has 78.52% usage limit in category 4 (cologne, perfumes, body creams, lotions, ... generally "leave on" products).

And yet...

has a 14.7% usage limit for category 9 - which are rinse off products such as soap.

The logic escapes me, is there an explanation for this?

Category 4:
Products applied to unshaved skin (perfumes), hair styling products, hair sprays, body creams, body oils, lotions (except for baby products), hair deodorant, foot care products
Category 9: Bar soap, bath gels, foams, mousses, salts, oils & other products added to bathwater, body washes, conditioner (rinse off), face cleansers, liquid soap, shampoo of all types, shaving creams of all types, aerosol air freshener sprays

Skin contact from aerosol products (e.g. aerosol air freshener) as defined in Category 9 relates to those aerosol products that are not intended for skin contact, but their use may result in skin contact....
