GoatMilk Powder in Lotions

How do I work out % of GM 'powder' to use in a lotion instead of using liquid/fresh goatmilk? Would I have to reconstitute it first?

I haven't done it for lotions but I have worked it out for soap and it depends on what % you want your GM to be in the lotion. So my soaping notes tell me to use 1 oz(28.35g) GM powder for every 8 oz(226.8g) of liquid to make 100% GM reconstituted. HTH!
