Scenting Question

I bought some flavor oils for lip balm and I was wondering. Can I use these to scent lotion bars too? They are all the same right? I got them from Elements Bath and Body.

Also, if I am going to make sugar scrub cubes from cured soap, can I add color and scent to it once I get it melted?
