I saw an FO line at Walmart, and I wonder if it's ok to use in soaps. It's in the candle / incense section, and the brand is "Naturals." Is this the same kind of FO as can be used in soaps?

Most likely that is not an oil for soaps, usually those are just ones to burn in a simmer pot.

Your best bet is to buy skin safe fo's from a reputable supplier.
