Are you speaking out of the container or in soap or lotions..etc?

out of the container cocoa is hands down harder than shea.

in my lotions it is stiffer as well.

In soap at 5 to 10%, I cannot tell the difference. HTH

It does help- I want to make lotion bars and it calls for cocoa butter- I don't have cocoa butter but I do have shea butter.

You can not sub shea for cocoa in lotion bars unless you make other adjustments. Cocoa makes the bar solid. Shea will give you mush. If you use shea you will ned to add something else hard to make it solid, like bees wax. If the recipe already has wax in it, you will need to increase it to compensate for the loss of the cococa.
