witch hazel extract - non-denatured alcohol OK?

I am formulating toners/astringents for sale and want to include witch hazel extract in my formulations. Unfortunately, I can't seem to find any source for witch hazel made with denatured alcohol, except for Thayers, and that has more additives than I would like...and most of these extracts have at least 14% alcohol b by volume. Isn't it illegal to re-sale cosmetics made with even small bits on grain alcohol that hasn't been denatured? Does this apply for prepared witch hazel as well? Thanks :)
