Usage rates??

So I'm looking at the Oregon trail scents and was curios about their usage rates. They state:
"Don't be fooled by duplications, ours is the original, the very best and never, ever surpassed by anyone! You only need .3-.5 so it's actually very reasonable."
This how the suggested use is stated is that a .3-.5 oz / pound? %? or .3-.5 of what ever amount you would normally use?

usage rate is always "per pound" , and the type of fragrance / scent strength will dictate how much you would use to scent your soap.

Yes- .3 to .5 oz. per pound of oil (ppo).
