This would be (for example) 2 oz lye and 1 oz water. You should never do a solution this concentrated as that probably isn't enough water to dissolve the lye. I don't ever use less water than I use lye.
Now...with that said, I do a 2:1, water:lye ratio. This would be 2 oz water and 1 oz lye. This is my typical ratio mainly because it's super easy to calculate.
The hightest I will go is a 50% solution (1:1). I do this mostly for high olive oil soap.
