Shower Bombs

I am having a very hard time trying to fragrance my shower bombs. I"m making small quantities for testing and no matter how many drops of EO I use I still can't smell anything when testing them the next day. I'm using baking soda and cornstarch. I read where vodka may help.

What percentage of EO are you adding?

The recipe calls for 60 drops

There are about 591 drops in an ounce. About 100 drops in a tsp. I weigh all my ingredients so can't really help. What size batch are you making weight wise? I use 2-3% (depending on the percentage allowable for my individual FO's/EO) I have found that sometimes it takes a higher amount to get the scent to come through. I'm thinking you're not using enough.
