Sealing products

My mom brought up a question that I've never really thought of...

Are things like lip balm, scrubs, and salve required by any laws or regulations to be sealed? I've tried different tamper evident liners, labels, and such but they've always seemed temperamental so I haven't really fussed with things like that in a while. I just offer samples to smell, touch, and try at my table. Your thoughts?

I do shrink wrap my body butters and scrubs as well as my lip balms. I find that even having testers out people will try to open the others.
