It was my understanding that actual essential oils needed their INCI botanical name (on the label), but I just found an online retailer of 'natural' soaps who are using 'PARFUM' for (in their words) a custom blend of essential oils.

Is anyone able to shed any light on this?
 
A quick look suggests that EU Regulations 1223/2009 (see Article 21) and 1272/2008 might be relevant to your question.

Our laws (in Australia) are different from yours, however a cursory look suggests to me that these regulations assess fragrance disclosure requirements based on hazard analysis, and some exceptions (to full public disclosure) are possible in some circumstances.

I could not tell (in my short look) whether essential oils are treated as a distinct category, or even if they could be treated as a fragrance.
If you find out anything, could you post it back here?

My understanding is if its a custom blend they can use Perfume (to avoid giving away their custom blend) but that they have to specify the allergens
