Dutch regulations on soaps

Hi I'm new here...don't exactly know where and whom to ask this. I live in the Netherlands and I am new with soap making, actually trying the MP first. Is there anyone here who lives in this country that knows the regulations on soaps? I read that it is not allowed to make "food-like" soaps as it might be mistaken as food by kids. Is it true? and how about the ingredients? Should it be stated on the labels as per law?

You must comply with the European Cosmetics Regulation and with the Dutch 2011 Commodities Act Decree.
