Adding Alcohol in Aftershave?

Hello everyone. I have been looking into aftershave production, and I always figured I could use witch hazel for the aftershave instead of alcohol, but it seems even witch hazel has alcohol in it. So I was wondering what process I need to go through to get my products approved if any with it having alcohol?

If you don't use alcohol, you will need another type of preservative. You need 15% to 20% alcohol by volume (don't remember the exact %) to preserve a solution.

If you want appropriate answers, you need to tell us in what country you live -- rules are quite different in the US vs EU vs Canada vs other places.
 
Here in the US ATF (Alcohol, Tabacco and Firearm) controls the sale of alcohol and products containing alcohol. There may be other department and /or agency's but ATF is the one I know of, unless things have changed from a few years ago when I was looking into it. It became to much of a hassle so I gave up, if I talked to 3 different people at ATF I got 3 different answers
