FDA vs CPSD?

Are there any steps that must be taken with the FDA and CPSD? for soap, lotion and creams? I've read with FDA the color additives must be approved and good manufacturing guidlines and labeling adhered to. I wasn't able to find a detailed list of natural color additives (other than a few) and I can't seem to find direction on CPSD regulations as to what is required (for soap only). I know the info is there somewhere, but can someone direct me?
