I have made my own carrot powder (closer to carrot granules!).
I want to colour my soap. I can do this by adding purée but I am aiming for a colour of higher intensity.
I have seen a natural soap that says it uses carrot oil:

I soaked the powder in oil and nothing has happened - will heating it infuse the oil with colour?
I have reconstituted some of the powder - can I put that in the oil and infuse it or will the moisture kill the oil?
 
For your already dried carrots, grinding the carrot granules in a ceramic mortar and pestle with a slight bit of moisture (oil or water), would both reduce the particle size and increase the colour vibrancy of the dried carrot. I would go oil, just for the slip, but wax would also work (jojoba doesn't bind up like some of the harder waxes). Honey might work nicely too.
