Good emulsifier for bubble bath?

I'm working on making bubble bath, and my ingredients keep separating.
What are some recommendations for a good emulsifier?
I've heard that Polysorbate 80 or 20 could be used potentially, and I've also heard that cream of tartar can be used?

No "emulsifier" is necessary for lye-based bubble bath. Poly 80 or 20 are technically solubizers used to make EOs or FOs easy to dissolve in water. The problem is most likely your recipe or technique.
