First time soap making and I want to add critic acid to persevere my soap bar and add lather.
Can I add citric acid in water and then add it to my melt and pour base or do I need other ingredients to help it mix? I see a lot of people speaking about lye would I need that as well ?

I do not recommend adding citric acid to melt-and-pour soap. Citric acid is not a preservative.

Lye is added to fats to create soap. Lye should never be added to soap after the soap has been created.

I think you are confused about what melt-and-pour soap is. A melt-and-pour soap base is already soap. Do not add lye and do not add citric acid to finished soap like this.

Heat the soap base until it is liquid per the supplier's instructions and pour the soap into molds.
