Salt bar FO/EO amount?

I promise I searched for this but couldn't find the info. As a significant volume of salt bars is salt, how are people calculating the amount of FO/EO to add? Based on oil weight or total combined oil/salt weight?

I just base the amount of FO on total oil weight.
