Pigment not soluble in oil or water

Okay...so I made a little oopsie. I went ahead and bought some gorgeous pigment I couldn't resist, only to find out it isn't soluble into water or oil. Does anyone have any idea what I could dissolve it into? Would it be insoluble still, if I added it straight into my CP soap base?
 
Ditto what Obsidian said- I, too, would mix it with glycerin.

Come to think of it, most colorants aren't really 'soluble' in the sense that they dissolve like sugar or something like that. Rather, they 'disperse', meaning that if you mix it and let it sit for a bit, the colorant will settle to the bottom.

In any case, though, I find glycerin to work very well to disperse my colorants, whether they be oil or water 'soluble'.
