Wrapping/Packaging Paper

My husband ordered some razors online and they came packed in a box with this cute perforated packaging paper. Does anyone know where I can buy this? I googled and found some similar things that are several layers thick, but this single layer paper would be really cute for wrapping soaps. It's just thick paper (not cardboard), sliced, and then when you pull it, the holes open up and it sort of holds a shape.

So close! The description says it's 6-12 layers of fireproof paper. I just want one layer...without sprayed-on chemicals.
