Witch hazel no alcohol

Can I use a water infusion of witch hazel twigs in place of plain water? Will it react differently to the lye? Witch hazel is fairly high in tannins. If I distill it first the heavier tannins will be removed. Wondering if that would make a difference.
If anybody has experience with this or knows enough science to give me an educated guess on what might happen, I'd love to hear from you!
Everything I can find about using witch hazel for anything assumes store bought stuff preserved with alcohol. I make my own from the trees growing near my house, so no alcohol necessary.
