I forgot to snap the lid on my neem oil and it has been exposed to air for about 2 months. How would I tell if it is bad? I mean neem oil doesn't smell that great to begin with. It wasn't an expensive bottle to begin with, so I wouldn't lose much by throwing it out but I don't want to if I don't have to. Any advice?

I wouldn't worry too much about it unless the odor and appearance have really changed. There's nothing in the oil to evaporate and the air exchange through the opening is going to be low. IMO, neem is a fairly stable oil on top of that. I'd use it.
