Two Part Question Regarding Measuring/Labeling Weight

I cut two separate scented bars exactly the same way and each weighed a difference of about .25 oz. Could this be because each bar had different oils in their recipe? Also, if I am going to have a slight variance in the weight of my bars how am I do I list the weight on the label - should I use a "variable" weight?
 
If you are in the states, adding 'not less than' is not acceptable labeling per the FDA. You should just list the lowest amount as net wt. It's okay to have it weigh more, but not good if any bar weighs less.
