Solubilizing mineral oil - is it even possible?

This one's sort of funny. I actually have some polysorbate 80 and some mineral oil. But try as i might, the mixture always separates. Whether i do a half and half or something a 70% polysorbate 80 to 30% mineral oil, it always separates over a few hours.

Has anyone else gone down this road with the stuff?
 
My understanding is that the best type of emulsifier/surfactant is very ingredient-specific, as well as the ratio of mineral oil to the other ingredient. For instance, I've heard of lecithin being used to emulsify mineral oil with water; the amount of lecithin depends on the oil:water ratio. In every case, it requires very high sheer mixing, e.g., a stickblender at the very least.
