If an oil has a short shelf life does that pertain to how long the oil is in your inventory or when it is incorporated in a recipe?
 
Both. The short shelf life affects how long you can keep the oil, then it affects how long the soap will avoid DOS (Dreaded Orange Spots, AKA rancidity). Often it has to do with how much linoleic (I think) acid there is in the soap. Too much = rapid DOS. Best to keep below 15% of those oils in a soap.
