Per pound weight question

On all the stuff I have been reading, it will say (for an example) add 1 oz of per pound of FO or use 6 oz EO per 11 pound batch.
Does this mean the weight of the raw carrier oils or the weight of the batch once it has cured?
Please help!
 
I think it depends on the product, who's writing it (and their experience) and how/whats being made.

Are you looking at a particular recipe?
 
Then chances are it's for example, 1 ounce of fragrance oil ppo of oils

so if your making a batch of soap with 26 ounces of oils you would use 1.6 oz of frarance oil for the batch of CP or HP soap.

however the "6 oz EO per 11 pound batch" sounds more like it would be used for M&P. Because M&P deals with total batches where CP or HP goes by the oils amount. Does that make sense?
