Packaging question...

This might be a weird question, but I've noticed something about body butters etc., when it comes to packaging. Should you list the number of ounces on the jar by volume or weight?

Weight is the FDAs expectation.

Funny how a 4oz jar can hold 5 1/2oz of thick sugar scrub but only 2 1/2oz of whipped shea huh?
