Milk Bath Polysorbate 80 or Dendritic Salt?

I'm creating a milk bath recipe. I know the dendritic salt is essential because it helps to anchor fragrance. My question is should I use Polysorbate 80 so that the fragrance oil blends with the water instead of sitting on the surface of the bath water?
 
When I make milk baths I use polysorbate not just for the oils but it also dispersed colour evenly throughout the water so less ingredients are needed. I use Shea and coconut oil in mine and do not need dendritic salt to an or fragrance 😊
