0.1% of 300 grams is 0.3 grams - is that correct?
Yes, that is correct. To convert a percent to a decimal you move the decimal in the percent two places to the left. "Of" means multiply so: 0.001 x 300 = 0.3

So is 30mg 0.3 grams or 0.03 grams?
30mg is 0.03 grams. Milligrams to grams conversion you move the decimal three places to the left since there are a thousand milligrams in one gram.

I am not a mathematician, and I see @MellonFriend has given you the best answer, just a tip that might help in the future, when I need to convert anything (in your case, mg to gram) I just type it in google and a conversion page comes up With the result and where I can look up further measurements.
I do the same thing all the time! Even with temp! Converting Celsius to Fahrenheit… lately all my recipes give temps in Celsius.
