I'm familiar with the Q tip in a baggie method, but given the propensity of fo's to melt plastic, would that work for a week long journey through the mail?

I have a bunch of paper drinking straws - thought I could stick the sniffie in that first. But the straws have a smell of their own.

You could try a piece of coffee filter.

If you have any wax, you could make a little scented wax tart.

I send fragrance samples to my family like this:

Dip a toothpick in the scent, fold into a half of a paper towel sheet, put in envelop, mail. By the time it goes through the hot postal system, the paper towel and the envelop both smell of the scent.
