As long as you can shred it into chips and it's not rancid, you can use it for confetti. Doesn't matter how old it is. I've used soap that was at least 10 years old, maybe older in confetti soaps.

I have an old food processor with shredding blades. It works great for soap and keeps me from skinning up my knuckles on a hand shredder.

A salad shooter works great for shredding soap to use as confetti. I searched and searched for one at thrift stores, until finally I just broke down and bought one new. Wouldn't you know, right after that one came from Amazon, I found a used one at Goodwill? Anyway, with a dedicated tool for shredding soap, I don't have to worry about getting the Cuisinart cleaned out from the soap in between uses for food prep.
