Not sure which chart you are referring to but IFRA recommends for most soaps and wash off products a maximum amount which I think is 5%, in Europe that does not mean we can use 5% as we have to take into account how much of each allergen is in that oil and calculate it so that the maximum of that allergen is not exceeded. In the US you do not I believe have those restrictions so I would imagine that you are allowed to at your own risk use as much as 5% without any come back. But of course not every FO is the same and therefore you will need to determine how strong that FO is. In M&P you may find 2% is quite strong enough, I dont do M&P but would imagine it is more like adding to LS than CP? whereby a little goes a long way. HTH.
