No essential oil or absolute should be applied to the skin without being diluted. How are you trying to use it? If it is being added to a bath & body product, then it will be diluted by the other ingredients. Check out the recommended usage rate with the supplier.

Im using it for cp soap
 
The maximum usage rate of Oakmoss in soap, according to the IFRA standard issued January 2022, is 0.10%

So @DomTheDillyHoo that means you need circa 10g for a 2 pound batch ( 1 litre of oils). This may not be enough to scent the batch, so you might want to add another essential oil to boost your fragrance - something complimentary - maybe lemongrass or litsea? Add another 10 - 20g of one of those if the IFRA guidelines allow it.
