Yes, it certainly can, because it's a mixture of water and water soluble glycerin with water-immiscible oils.
Note that the author also recommends refrigerating the mixture, because there's no preservative in there either.
I would think this would be sticky. The old "Corn Huskers" lotion was something like this, and I didn't like it on my skin. But some people swear by things like this, so YMMV.
