fragrance oil useage question

Hello!!

I had a quick question. When calculating percentage of fragrance to add, is it based off of the total oil weight or batch weight? Certain calculators from popular sites ask for batch weight but I know some soapers use only total oil weight.

It is based on the weight of oils and fats used.
