If a fragrance oil company has provided a calculator for their fragrance should that calculation be used instead of the calculation from a general soap calc?

What is best is to follow the IFRA limits for each fragrance, which should be available from the seller. Even soap calculators provided by the seller are only going to provide a generic range, and will not be tailored to the specific limits of each individual fragrance. At least, I've not seen one that is anything but generic. If you find one, please let us all know!
