Is there some oils that will help with flea bites, itching and swelling?

Lavender essential oil helps with itching (dilute in carrier oil before applying). Comfrey infused oil should help. Neem seed oil is good for skin conditions.

What is carrier oil ?

A carrier oil is an oil you use to dilute your essential oils. It can be any skin-safe liquid oil such as OO, Sunflower oil, etc.

I'll add that I find a combination of lavender and oregano to be the most soothing to me and Hubs for any bug bite. Diluted in a carrier oil, as @cmzaha instructed.
