Face cream ingredients

I wonder what proportions these ingredients would work best? Purported to be an amazing face cream!

Ingredients: Organic Aloe Juice, Lactose (Goat Milk), Organic Coconut Oil, Emulsifying Wax, Palm Stearic Acid, Vegetable Glycerin, Grapeseed Oil, Jojoba Oil, Avocado Oil, Witch Hazel, Vitamin E, Phenoxyethanol, Xanthan Gum, Willow Bark Extract, Vitamin C Ester, Neem Oil, Rosemary Extract.

Is Phenoxyethanol same as Phenonip?
 
Phenonip is phenoxyethanol plus parabens.

I don't think the ingredients list looks quite right. For example, lactose is a sugar found in milk; it's not milk. The INCI for milk is just "milk." I'm assuming this is the lotion -- http://www.chivasskincare.com/face-2/nourishing-facial-cream ? If so the ingredients list on the maker's website looks more correct.

A lotion with a high % of goat milk and aloe is going to be difficult to preserve. Lindy shared a recipe for her goat milk lotion and stressed that 12% milk is as high as one should go for safety. Thank you! I found it on another site...the exact same ingredients...which makes me wonder if this formulation can be purchased in bulk from a manufacturer.
