Crusty thin layer on top of diluted ls

So after reading and watching and reading and watching I tried liquid soap. I did 16 oz coconut
4.3 oz koh
13 so h2o distilled
Made yesterday, no zap today. Clarity test looked good, so I took 3 oz paste and added 1.5 oz distilled h2o. Placed in water bath for about 3 ish hours and all looked good. Removed from heat and waited for it to cool a bit. Looks mostly clear, but there is a thin, super thin layer of crud on top. It looks like paste and when I stirred it seemed to break up a bit so I put back in the water bath after that. Is this just paste that has not dissolved? In all my reading I don't think I have read about this. Any help or opinions would be greatly appreciated. Thanks

Yep, undiluted paste. Just add a tiny bit of water at the time until it goes away.
