CPSRs - 10% variant Query

Hi guys,

When you buy CPSRs in the UK for each variant you are allowed the base recipe + 10% by weight of additional ingredients.

Does anybody know if the 10% is based upon the total batch weight (oils+water+fragrance+lye), or just the weight of the oils?

I'm trying to work out mathematically what extras I can add.

I think - and I am not sure - its oils + lye + 10% of the water, the fragrance is included in the 10% used for your variant
