I am trying to recreate a lotion with the following ingredient and am really having trouble working out the percentages. It looks like it has two different emulsifying combos, which is really confusing me. Here is the original:

Water (Aqua), Corylus Avellana (Hazel) Seed Oil, Glycerin, Stearic Acid, Cetearyl Alcohol, Ceteareth-20, Glyceryl Stearate, Rosa Canina Fruit Oil, Sesamum Indicum (Sesame) Seed Oil, Citrus Medica Limonum (Lemon) Peel Oil, Tocopherol, Phenoxyethanol, Citrus Tangerina (Tangerine) Peel Oil, Citrus Grandis (Grapefruit) Seed Extract, Triticum Vulgare (Wheat) Germ Oil, Citrus Nobilis (Mandarin Orange) Peel Oil, Disodium EDTA, Glycine Soja (Soybean) Oil, Daucus Carota Sativa (Carrot) Root Extract, Beta-Carotene, d-Limonene, Citral, Linalool

Here is what I am working with myself (my best guesses):

Water (Aqua) - 70%
Corylus Avellana (Hazel) Seed Oil - 15%
Glycerin - 3%?
Stearic Acid - ?
Cetearyl Alcohol - ?
Ceteareth-20 - ?
Glyceryl Stearate - ?
Rosa Canina (Rosehip) Fruit Oil - 1%
Sesamum Indicum (Sesame) Seed Oil - 1%
Citrus Medica Limonum (Lemon) Peel Oil -.7%
Tocopherol - .7%
Citrus Tangerina (Tangerine) Peel Oil - .2%
Citrus Grandis (Grapefruit) Seed Extract - .2%
Triticum Vulgare (Wheat) Germ Oil - .2%
Citrus Nobilis (Mandarin Orange) Peel Oil - .1%
Disodium EDTA - .1%
Glycine Soja (Soybean) Oil - .1%
Daucus Carota Sativa (Carrot) Root Extract - .1%
