Why not apply any way? Ya nevah know until you try. Plus, Mountain Rose does this every year. Going through the process, and explaining your dream in detail, in writing, would be good for manifesting your dream in your mind and eventually, in reality.
(I know.... cue Twilight Zone theme music. heh heh heh)
