    Do you have the HP shave soap bug now? Next you'll get into your own additives (may I recommend a bit of lanolin and yogurt (fresh or powdered). The white spots are probably steric, nothing to be concerned about. Mine did the same thing, and the soap works brilliantly regardless.

    Where to rest?

    Room temp is fine, being too cool can slow the saponification process. I keep mine in my craft room so I can close the door and not have to worry about mischievous little paws, but wherever it can sit undisturbed works.
